East End BESS
The East End BESS is a proposed 500MW/4 hour Battery Energy Storage System project near Bracewell, Queensland.
The East End BESS is a proposed 500MW/4 hour Battery Energy Storage System project located on cleared farm land near Bracewell in Queensland. TE H2 submitted a planning application to Gladstone Regional Council in October 2025.
Following the introduction of State Code 27: Battery Storage Facility in December 2025, the State was deemed the Assessment Manager for such projects and the application to Council was required to be withdrawn. TE H2 has since undertaken the updates to the application that address requirements of State Code 27, and has lodged the application with the State Assessment and Referral Authority (SARA) for assessment. Additional consultation was undertaken as part of the approvals update.
The proposed site is located in a rural area of Bracewell, adjacent to the existing 275kV Powerlink transmission line, and location of the proposed Powerlink Gladstone West Substation.
The East End BESS is currently in development and was lodged with the Queensland State Assessment and Referral Agency in 2026.

TE H2 has submitted the East End BESS project to the Queensland State Assessment and Referral Agency under State Code 27. TE H2 will also refer the project to the Federal Government for approval under the Environment Protection & Biodiversity Conservation (EPBC) Act.
As the final design and construction plan for the East End BESS is refined, further permits and secondary approvals may be required.
TE H2 will keep the local community, landowners, neighbours, and interested stakeholders updated as the project progresses through approvals.

As a part of TE H2’s ongoing commitment to sharing the economic and social benefits of the East End BESS project, we are pleased to announce that TE H2 has signed a Community Benefit Agreement (CBA) with Gladstone Regional Council.
Under Queensland’s planning reforms for large-scale renewable energy projects, developers of battery energy storage systems like East End BESS are required to complete a Social Impact Assessment (SIA) and enter into a CBA with the local council before lodging a development application with the State. TE H2 undertook this process over the past several months, working alongside Council and drawing on feedback gathered through targeted stakeholder consultation and drop-in sessions held in Calliope and Mount Larcom.

Rather than having money flow out of the local economy, TE H2 aims to bring it in by hiring local people and local suppliers where possible in its projects, as they know the land and have the skills coupled with an enthusiasm to get the job done.
At this stage, construction is anticipated to commence end of 2027.
Contractors will be appointed closer to construction who will manage the procurement processes of employment and various contracts for goods and services.
